Alleged Mattoon Shooter back in headlines –

COLES CO., IL. (ECWd) –

The boy who is alleged to have fired upon classmates at the high school in Mattoon a few weeks ago is back in the headlines today with release of information that a psychiatrist is involved.

The news came after a hearing last week held Thursday, October 5, in which Ed Piraino, the defense attorney for Josiah Lyons, 14, said that a psychiatrist, Lawrence Jeckel, hadn’t had enough settings with Lyons to come up with an evaluation yet.

A psychological evaluation had been ordered after Lyons was charged in the September 20 incident wherein he’s charged with Aggravated Battery following the school shooting at Mattoon High School.

    As further evidence of the Mattoon School District’s lack of action and concern for bulling, It should be noted that the district has allowed Deanna Helms-East to teach in the High School even after the State Appellate Court voted 3-0 to direct Coles County Judge James Glenn to issue an Order of Protection against her. (case 15-OP-126). The Appellate ordered Glenn to issue the OP in a scathing opinion after he initially denying it. Evidence was presented in court that Helms-East had stated on several occasions “I am going to kill you” and a voice mail recording was presented in evidence in which she stated she would “shut the month” (murder) anyone to told others about an abortion she had prior to being married. Having an abortion says a lot about her value of human life. Violations to this OP have been reported to the Police but the same judge, James Glenn, refuses to take any action. It should also be noted that to give a perspective of their family values, her brother, Robert A. Helms, was sentenced on 9/12/2017 in Federal Court Austin,Texas to 6 1/2 years in Federal Prison for fraud in conjunction with a $29,000,000 Ponzi Scheme. He was ordered to pay restitution in the amount of $29 million. (Case 1:16-CR-00023-LY) A company called Haley Oil in Mattoon whose registered agent was Helm-East and Robert Helm’s mother, Mattoon resident, Dianna Ratts. Haley Oil was used to do “round trip” transactions where new investor moneys were sent to Haley then dividends were dispersed to previous investors from a Haley Oil account which is the classic definition of a Ponzi Scheme. Trial evidence presented shows $600,000 was stolen and used to buy and renovate properties. It is probably not a coincidence that Ratts has several rental properties that were purchased and renovated, that her husband, Stanley Ratts is currently renovating a large apartment building in Charleston and her son, Kelly Helms, just finished renovating an office building in Mattoon.
