During the November 2022 meeting of the Veterans Assistance Commission of Madison County’s “Executive Committee” the VAC Superintendent tendered votes on Motions as if he were actually a board member (see video below).
This type of thing can never happen in a public body – employees do not get to vote as if they were a board member.
When the meeting minutes were published, it appears they were forged by not reflecting what actually happened during the meeting, which would be the vote of the Superintendent.
There were 10 board members present at the meeting, and each Motion, according to the minutes, included 10 votes, but the reality is that there were actually 11 votes because of the Superintendent’s vote as the meeting video reflects.
During the meeting and on video the board secretary even states on the record there were 11 votes.
Section 2.06(a) of the Open Meetings Act requires correct meeting minutes, which, at a minimum requires among other things: “a summary of discussion on all matters proposed, deliberated, or decided, and a record of any votes taken”
This is unacceptable and dishonest. Veterans deserve better representation than this.
