Clark-Edgar Water District back-tracks on pay increases for Trustees –

By John Kraft & Kirk Allen

On July 19, 2018

OLIVER, IL. (ECWd) –

During the June 2018 Clark-Edgar Water District Board of Trustees meeting, I informed the board that their receipt of an increase in pay during their term of office was a violation of Article VII, Section 9 of the Illinois Constitution and a violation of the Local Government Compensation Act.

The board tabled the increased payments until their attorney gave them additional advice.

Their attorney, Richard Kash, agreed with us that the board could not increase their pay during the terms of office they are currently serving.

During this month’s meeting, July 2018, the board reverted back to their $50 per meeting pay which has been in existence for several years.

We understand they will revisit this pay raise issue in a future board meeting, to be effective upon new terms of office resulting from the spring 2019 and 2021 elections.

Rich Kash is too lazy and I guess too dumb to advise that to the board to begin with. You did his work for him. That board probably paid him twice for first saying yes then saying no. The board won’t replace him.
