Former Clark Co. Circuit Clerk tries to pull a Mike Heltsley on whistleblower –

CLARK CO., IL. (ECWd) –

New tactics of public officials (and former officials) travels fast, even if they have no merit.

As some of you may remember, Edgar County Board Member Charles Michael Heltsley tried to keep a citizen and taxpayer from attending public meetings by filing a “Stalking No Contact Order” against him. Even going so far as having the court hearing without notification to the taxpayer. County Board Member Farnham provided testimony in support of Heltsley.

The Judge clearly stated that it is a RIGHT to attend public meetings and promptly dismissed Heltsley’s frivolous request.

This time it involved the former Clark County Circuit Clerk, Kathy Ramsey, who is defendant in one Class 3 Felony Count of Official Misconduct for personal advantage (here), and her daughter, Summer Shaw, former employee of Ramsey (and people wonder what’s wrong with hiring relatives in government jobs) who recently pled guilty to a Class 4 Felony of theft of public funds (here).

The whistleblower in those criminal cases, Joe Morrill, was the subject of Ramsey and Shaw’s attempts at keeping him from attend Court hearings in the criminal cases he was the whistleblower for.

Once again, the Court determined that attending court hearings was a RIGHT, and promptly dismissed the frivolous OP request.

Another example of public officials (and former public officials) thinking they can continue to push citizens around at whim.

    Whistle Blowers shouldn’t be allowed to sit behind the person being charged in the courtroom, whispering “Jail Bird” where the defendant can hear it either! Let the law do it’s job and leave people alone.

          That’s hilarious. Would love to know when and where this supposedly happened. If your source is Kathy Ramsey (or any member of her family) then it MUST be the truth. I can’t imagine questioning the word of someone who is being investigated for lying and stealing from the County.

    The law did it’s job. It said no to the restraining order. And calling someone a jailbird (don’t know if it’s true) is hardly a “threat”. It’s freedom of speech.
