Ethics Complaint filed alleging Clark Co. Clerk Carrie Downey assisted Joe Ewing –

Clark Co., IL. (ECWd) –
An Ethics Complaint was filed on November 3, 2015 naming the Clark County Clerk, Carrie Downey as Respondent to allegations of unethical conduct during the election process in late 2014, early 2015.
This stems from the fact that election petitions for Clark County Park District Commissioner Joe Ewing were changed, and Ewing knew they were changed to illegally convert his “4 year term” petition packets to “2 year remainder term” petition packets, effectively placing him as running unopposed on the 2015 election ballot.  Read about his forged petitions (here).
Charity Murphy, Clark County Park District Executive Director, knew this at the time and supported it. One wonders if the reason for her supporting this fraud was because she lived in his house – according to her Illinois Attorney General Freedom Of Information Act Training Certificate. Both Murphy and Ewing, among others, have been named in an Ethics Complaint filed with the Park District more than six weeks ago, but since Ewing is a fraud sitting as Chairman of that Board, he has refused to name or appoint any ethics commissioners to hear the Complaint.
For this Ethis Complaint, which you can read in its entirety below, it has been alleged that Carrie Downey assisted in falsifying, altering, and reviewing election petitions for Joe Ewing, and the same for the Certification of Ballot submitted to her by the Park District. in December of 2015. It is also alleged that she stated: “Joe Ewing is now running unopposed” as if to proudly exclaim her actions had the affect of electing Joe Ewing (which did happen).
This perpetrated a fraud upon the voters of Clark County by the very person who is charged with the duty of administering free and fair elections. It is not possible to further erode public trust in the Clark County election process, her actions eliminated any trust that she could fairly administer any election.
Downey, Murphy, and Ewing knew of this and stayed silent, colluding in a fraudulent election of Joe Ewing as Park District Commissioner.

    Rest assured this will go nowhere fast. The fact that Kathy Ramsey is still getting paid (despite the fact she is not allowed anywhere near the Circuit Clerk’s Office) is testimony to the fact these “elected officials” are doing whatever they want without fear of retribution.

      Ramsey’s check cannot be stopped until and unless she is found guilty and removed from office.

        Not only is she still being paid over $45,000/yr., but I’ve heard she will be receiving a nice pay raise beginning next month. Not sure how she “qualified” for a Public Defender but she was appointed one at her hearing on Oct. 29. Apparently this is “business as usual” for Clark County.

      This complaint is against County Clerk Carrie Downey NOT Kathy Ramsey.

        I get that. The only reason I brought Ramsey into this discussion is the fact they are both County employees who will get away with breaking the law.
