Clark County – Circuit Clerk and daughter charged with felony crimes- UPDATED

By Kirk Allen & John Kraft

On September 29, 2015

Clark Co. – (ECWd)
Criminal Class 3 Felony charges have been filed against Clark County Circuit Clerk, Kathy Ramsey, for Official Misconduct/obtain personal gain, and Class 4 Felony charges against her daughter, Summer Shaw, for theft of government property under $500.00. (Kathy Ramsey Judici charges posted)  (Summer Shaw Judici Charges posted)
We are in the process of obtaining all the court filings and mug shots and will update this story as soon as we can.  Currently we have been informed this matter deals with claims that Ms. Ramsey falsified time cards for her daughter’s employment in her office.   We have been told there is video evidence to substantiate the allegations however we have not obtained such footage at this time.
If these allegations are true it is going to make for quite a story as Ms. Ramsey was a board member on the Electoral Board hearing complaints of election fraud, in which she complained that taxpayer money was being wasted in that process before her.  How ironic that she expressed concern for taxpayer money in those hearings yet is now charged with a crime of abusing the taxpayer for personal gain.
Many have alluded to this being a black-eye for Clark County.  I disagree.  This is a proud moment for the County and they should hold their head high knowing that justice on behalf of the people is being upheld.  “Justice for All”, the last three words of the Pledge of Allegiance is quoted at each board meeting and by all indications they are honoring their pledge!
Thank you to all involved in ensuring justice is served in Clark County. Maybe other counties can come visit and get lessons!
UPDATED:  The primary charge on Ramsey was authorizing overtime for her daughter when in fact no overtime was performed.  Nothing like looking out for the tax payer Ms. Ramsey!  (Filed Complaints)

  1. Just an fyi for anyone who may not know this already… The first appearance in court for “dumb & dumber” is scheduled for October 2nd at 11:00 am in Courtroom 1 of the Clark County Courthouse. I’m hoping the place is packed so spread the word!

  2. Does anyone know if these two brainiacs are still on the County payroll? There is definitely something wrong with this scenario if either of them are.

  3. This employee who was fired by the circuit clerk for being the “whistleblower” and bringing this into the light of day, should sue the county for back wages and get his job back!

          1. I saw that. I was asking if the person who got fired does plan on suing the county and is getting his job back. Looks like they have a pretty solid case to me.

          2. Oh. I misunderstood what you were replying to. It is my understanding that there will be lawsuit filed for wrongful termination.

  4. Indeed, the charges are a positive thing. In fact, an incident involving secret pay raises involving far greater amounts of money in the City of Marshall got covered up and legalized. Naturally, as always, those involved pursued a retaliation effort. I well remember knowing of other incidents in the past that any complaints were laughed at because in the past nothing would be done. The important thing is that the person who inquired about the problem lost his job in her office and something was done to redeem his name. The evening Joe came to me and told me the problem, I told him that he could not solve this problem using local officials. Instead, he got his own lawyer and proceeded from there. The reason for success is that you cannot expect local officials to have the character to proceed. There’s something wrong when a county employee just fired over others’ wrongdoing has to go to a city alderman for the correct advice on what to do.

  5. you guys are having a field day in Clark County. The good ole boys won’t like you but I do
