Dolton, Ill. (ECWd) –
Today we filed a third lawsuit under the Freedom of Information Act (“FOIA”) to force the village of Dolton, Illinois to produce the public records requested in January 2024.
- On January 30, 2024, I asked for “Copy of all payments made to Keith Freeman between January 1, 2023, and January 30, 2024.”
- The only response received was from the village Clerk from basically any FOIA request to the village is: “Mr. Kraft just as a point of reference, Keith Freeman has instructed staff not to reply to any FOIA request that is submitted by me. I see you address your request to him. Hopefully, you will get what you are requesting.”
No records were forthcoming.
This is our third lawsuit against the village of Dolton for their refusal to provide public records when requested. It is unfortunate that the taxpayers of Dolton will be forced to pay for Henyard’s failures, but we cannot sit idly by while records are withheld from the public.
Keith Freeman is the alleged Village Manager working under the direction of Mayor Tiffany Henyard.

She also has access to the Township funds..

This is the same public that pays her six figure salary without a whimper, it would appear. It will be an expensive lesson. But I suspect everyone is afraid of this big bully in the schoolyard, so that would explain it. She does have some chutzpah, defined as utter nerve, effrontery, nearly arrogant courage; utter audacity, supreme self-confidence, exaggerated self-opinion, unbelievable gall; insolence. (American Heritage dictionary).
It would appear that some, perhaps many, local governments are determined to remain corrupt.

With the attorney being from St. Louis, wouldn’t the fees be lower for the poor people of Dolton when the legal fees are awarded?
Per IL AG:
An aggrieved party may obtain judicial review of the decision by filing a
complaint for administrative review with the Circuit Court of Cook County or Sangamon County
within 3 5 days of the date of this decision naming the Attorney General of Illinois and Mr.
Andrew Schroedter as defendants. See 5 ILCS 140/11.5 (West 2022).
