Windsor, IL. (ECWd) –
The City of Windsor, Illinois, attempted to hold a meeting of the city council last night.
After taking roll call, only two members of the council were present, leaving the meeting without a quorum and unable to conduct business or hold the meeting (video below).
Information provided to us separate from the meeting indicated both the Mayor and a Councilman (his daughter) resigned from office with the resignations announced at the Windor Christian Church services last Sunday.
After the announcement of no quorum, I ask specific questions related to paying bills and payroll. The clerk and councilmen indicated there would be no payroll or other bills paid because there was no quorum to approve the payments, and that pay dates were this Wednesday for part-time employees, and this Friday for full-time employees.
Additionally, there were three envelopes with the city clerk, at least one of them addressed to the council, and she refused to open them until a quorum of the council is present at a meeting – we suspect the resignation letters are contained within those envelopes but cannot verify it at this time.
A third councilman was on vacation and should be back in time for the next monthly meeting in March, where the city council should approve payroll, appoint a Mayor, and maybe even appoint one or more councilmen.
