Franklin County Jailer charged with criminal sexual assault on inmates –

Benton, IL. (ECWd) –

Chet Shaffer, Franklin County Jail Administrator at the time, was indicted on SIX Counts, including:

• aggravated criminal sexual assault (Class X felony)
• custodial sexual misconduct (Class 3 felony)
• official misconduct (Class 3 felony)
• aggravated criminal sexual assault (Class X felony)
• custodial sexual misconduct (Class 3 felony)
• official misconduct (Class 3 felony)

The indictment alleged that Shaffer, as an employee of the Franklin County Sheriff’s Department, committed aggravated criminal sexual assault by use of force, or threat of use of force, placed his penis in the vagina of individuals F.H. and B.S. while armed with a firearm.

Shaffer knew the individuals were in the custody of the Franklin County Jail

Shaffer, as a public employee, correctional officer, and acting in his official capacity, knowingly performed an act in which he knew was forbidden by law to perform, by knowingly engaged in sexual penetration of F.H. and B.S.

The Illinois Appellate Prosecutor’s Office is prosecuting this case.
