LaSalle County State’s Attorney Brian Towne facing State Board of Elections complaint

LaSalle Co. (ECWd) –

I first reported on LaSalle County State’s Attorney Brian Towne’s campaign reporting irregularities in this article.

I had described the situation to the State Board of Elections prior to our first article, which was a person holding a fund-raising event and collecting contributions from those attending in the form of checks made payable to himself, then he deposits those funds and writes a check from his account to the Campaign.  In short, the reporting reflects one person making the donation, when in fact, it was actually several people.  As I understand the statute, that would be a violation of section 9-7 .1(b).  The SBE confirmed our belief on the matter so now the next step has been taken.

A formal complaint was filed with the State Board of Elections today by John Kraft of Paris, also Co-Founder of our organization, Edgar County Watchdogs.

    A lawyer is an officer of the legal system and a public citizen having special responsibility for the quality of justice.

    A lawyer’s conduct should conform to the requirements of the law,
    both in professional service to clients and in the lawyer’s business and personal affairs.

    A lawyer should use the law’s procedures only for legitimate purposes .

    A lawyer should demonstrate respect for the legal system.

    As a public citizen, a lawyer should seek improvement of the law.

    A lawyer should further the public’s understanding of and confidence in the rule of law and the justice system because legal institutions in a constitutional democracy depend on popular participation and support to maintain their authority.

    A lawyer is also
    guided by personal conscience and the approbation of professional peers.

    A lawyer should strive to attain the highest level of skill, to improve the law and the legal profession and to exemplify the legal profession’s ideals of public service

    These are some of the verbatim words from the Preamble to the Illinois Rules of Professional Conduct of Attorneys contained in an order of the Illinois Supreme Court, M.R. 3140.

    If the allegations contained in the complaint are found/litigated to be true, the States Attorney of LaSalle County should resign and a complaint should be filed with the ARDC.
