Stephen S. Hilgers Plead Guilty – Got a Promotion –

An Illinois State Internal Security Investigator that carries a badge, received his promotion even though he lied on his application.
Q – “Have you ever pled guilty to or been convicted of a criminal offense other than a minor traffic violation?”
Answer“NO”

According to records, Stephen S. Hilgers an Internal Security Investigator for the Department of Healthcare and Family Services Office of Inspector General Internal Affairs division was arrested, convicted and sentenced to jail after violating his probation. (Guilty plea page 4, jail sentence page 1)
According to our sources, Hilgers has two bosses whom he reports to and were fully aware of the situation – Terri Shawgo (Labor Relations) and Brad Hart (Inspector General).
Health and Family Services Director Felicia Norwood was informed of the situation by a citizen as she is the new director who inherited the formerly appointed staff. It has been at least two months since that notification and no action has been taken.
Timeline of Evidence

  • June 1996 Hilgers was working for a car dealership and submitted an application for employment with the State of Illinois to be a Public Service Administrator – Executive I
  • July 1996 Hilgers was hired as an Executive 1 by Healthcare and Family Services
  • July 1997 Promoted to Internal Security Investigator II at Healthcare and Family Services
  • November 1997 Promoted to Senior Public Service Administrator
  • September 2000 Arrested and Charged with Battery -later dismissed
  • July 2007 – Arrested and Charged with DUI
  • October 2007 – Plea of Guilty
  • December 2007 Falsified an Application for Promotion
  • September 2008 – Probation Revoked
  • September 2008 – Warrant Issued for arrest
  • March 2009 – Sentenced to 14 days in jail

So how does a state worker go to jail and keep his job? 

Take Vacation!

With proper planning, you only take the vacation time needed during the week days, since weekends you are off of work anyway.  How special!  (Vacation Documents)

So, let us recap this chain of events. You can lie on your application for promotion claiming you have not plead guilty or been convicted of a criminal offense, even though you had, get promoted, violate your probation, get sentenced to jail, take vacation time to serve your sentence, then get out and go back to work.

Is it any wonder the citizens in this country are moving towards total distrust in our government.

    Hilgers is being interviewed by EOIG this week on these issues! Would be a miracle if they actually did anything about this!!!

      He was employed under Democrat control and even after Rauner took office he appointed a Democrat to that seat?
