Ethics Complaint filed against Clark County Clerk, Carrie Downey -

BY JOHN KRAFT & KIRK ALLEN

ON September 30, 2015

Clark Co., IL. (ECWd) -
An Ethics Complaint was served on the Clark County Board Chairman today, and names Carrie Downey, the Clark County Clerk, as Defendant. (yes, she is the wife of the former Clark County Clerk that thinks it's OK to issue voter registration cards to people that do not live at the address they "registered" to vote at - remember Bev?)
This Complaint is brought pursuant to [5 ILCS 430/] the State Officials and Employees Ethics Act.
The allegations listed include:

  • Prohibited Political Activity
  • Official Misconduct
  • Violation of the Election Code

It involved Joe Ewing's petition for election and the Clark County Park District's Certification of Ballot, in which Downey allegedly instructed an employee of the park district to make substantial illegal changes to Ewing's petitions and to make substantial illegal changes to the park district's certification of the ballot.
The Clark County Ethics Commission will have to be activated to hold hearings on this signed and notarized Complaint

Lisa, thank you for calling out what is clearly a violation of state law. As you have so precisely indicated, this clerk needs to resign because of her misguided “official actions”. She is no different that any one else that breaks the law: regardless of the reason for doing so and regardless of who she may be.
The survival of our government, both local and national depends on holding all of those that break the law accountable. Not just those that rob banks, assault the innocent or that participate in illegal drug activity, but those that hold office and that serve in leadership roles for all. If, as a citizens we do nothing…if we stand by in silence, then we simply reap what has been planted. Weeds…….. Thanks for all of your effort, for your time and determination in protecting the integrity of our government.

Thank you for the supporting words. Integrity is a word many people are not familiar with.

Good for you Lisa … I admire you and today their just aren’t many people to admire … Keep up the fight and you are right that people no longer strive to have integrity … It is also a society in lack of common sense … I read the watchdogs daily and it makes me feel good to see their efforts and accomplishments …
