Clark Co. Park Commissioner Terry Stepp skips on late fees again –

Another FOIA document production from a few weeks ago has revealed that Park Commissioner Terry Stepp not only paid his annual campsite rental 52 days late this year, he was not charged any late fees as the Park District policy requires.

Park District Policy

Appendix A, paragraph B(1)  of the park policy manual states all of the fees for various campsites and the time-frame for payment. For annual sites like the one Stepp rents, it states that payment in full must be made by March 1st of every year.

Paragraph D(1) states that a late payment fee of $5.00 per day will be assessed for ALL outstanding balances.

 Terry Stepp’s Payment History

In 2014 he paid his annual rental fee 68 days late – and did not tender payment for any late fees, which should have totaled an additional  $340.00.

In 2015 he paid his annual rental 52 days late – and did not tender payment for any late fees, which should have totaled an additional $260.00 PLUS an additional $1,740.00 in late fees carried over from 2014 that have still not been paid.

So by my calculations, as of April 24, 2015, he is still in arrears of a debt to the park district of $2,340.00 and it grows by $5.00 per day.

Is anyone surprised that Commissioner Stepp also voted for two pay raises in two consecutive months for the Executive Director, Charity Murphy, who is the person in charge of making sure all fees are paid? Can you see the pattern yet?
