COD- Total disregard for internal controls…

Now that the Chicago Tribune has exposed a serious issue with internal control failures as it relates to insider self dealing, one can only wonder what it takes for the Trustees to demand tighter reigns on their internal controls.

This time those internal controls have once again been completely ignored, and once again, a COD Foundation Board member is involved!

The RFP for the lobbying contract contained very specific requirements. (Click here for a copy of the RFP).  I asked for those key requirements in this FOIA request.

  • Copy of the minutes from all Selection Committee meetings held related to the recent Lobbying contract approved at the December, 2014 COD meeting.
  • Copy of the rank and/or score from each category for the proposal submitted by the firm who was awarded the contract.
  • Copy of all insurance coverage documents required in the lobbying agreement. (Insurance requirements for the Contractor)
  • Copy of the required certification (D) which requires a written sexual harassment policy. Section D is from the RFP for Lobbying Proposals.

So once again we have a COD Foundation Board member who has received a contract with COD and in this case, although they were conveniently the only one submitting a proposal, received the award without any committee even being formed to evaluate the proposal, thus no scoring to be applied to even determine if they met the requirements outlined.

More disturbing, but consistent with these Foundation Member deals, COD has no record of the required insurance certifications nor any copy of the required sexual harassment policy.  The trend is pointing to COD treating Foundation Members in a fashion that clearly contradicts the requirements laid out in the proposals. First Herricane Graphics, and now Roger C. Marquardt & Company.

There are some other very disturbing issues with this arrangement that we are going to have exposed at a higher level considering we are just “bloggers”  🙂 – LOL!
