Privacy Breach – Julie Clark is Responsible!

During the last FIPHD board meeting Julie Clark made some false accusations and claims during the meeting that lead to yet another FOIA request for documentation as it related to her statements.

Ironically, her statements during that meeting dealt with privacy issues and an insinuation that a breach of privacy was caused by the Edgar County Watchdogs.  Not only did we lay out all the fact’s that proved her claims were a lie in this article,  we now get to cover yet another breach of privacy done by none other than the FOIA Queen herself, Julie Clark.

In the packet of information we received that proved we were not the ones that breached anyone’s privacy, Ms. Clark included the original FOIA that was sent to Ford County by a local citizen.  However the one we uploaded was in fact redacted to prevent private information from being released that is exempt from disclosure.

What makes this so amazing is the fact we can prove Ms. Clark knew such information was not to be released yet she did so anyway.  The proof is what may well be the first thing we have found that this woman has done properly.

She sought input from an official agency on my question regarding a redaction on Dougie Corbett’s Resume and responded accordingly.  Little did we know back then that the response would be the proof to expose her on more FOIA violations.  The AG response on address’s speaks for itself yet she failed to redact it from the citizens information all while having no problem redacting it from Dougie Corbett’s Resume.

She knew it was wrong and did it anyway!

(5 ILCS 140/2) (from Ch. 116, par. 202)

(c-5) “Private information” means unique identifiers, including a person’s social security number, driver’s license number, employee identification number, biometric identifiers, personal financial information, passwords or other access codes, medical records, home or personal telephone numbers, and personal email addresses. Private information also includes home address and personal license plates, except as otherwise provided by law or when compiled without possibility of attribution to any person.

She left the persons signature, home address, city, and phone number all in violation of the FOIA act. 

WHEN will a Board Member, ANY Board Member of the FIPHD make a motion to FIRE this person?  Lets put it to a vote so the public knows where these people stand.  Not voting on this tells the world that you all support this kind of action.
