Citizens question Refuse Ordinance 1-9-2012

At the Jan 9, 2012 Paris City Council meeting , the council opened with roll call, prayer, and the Pledge of Allegiance.

The Mayor informed everyone that WHAM-TV, from Mayo Middle School, would be filming all City Council meetings starting tonight and the videos will be put on the city website. 

There was a presentation given by Mr. Eveland referencing some additional recreational events at Twin Lakes Park this year.

The new transfer station rates were approved and posted.

During the public session, there were several people that expressed concern over the refuse hauling ordinance that was passed in November of last year. Mayor Smith said it was mainly about keeping the roads and alleys maintained, but the public was concerned about the very real possibility that it unduly restricts small business owners, restricts the homeowners’ right to chose who to do business with, and the legality of restricting the number of licenses (Powers Over Businesses Act). They asked the city council to repeal the ordinance. The city legal council was asked to provide information at a later date.

After the public session, Mayor Smith presented the accomplishments from the past year and also wanted to inform the homeowners/businesses of the many different opportunities for assistance from the city – mainly through the use of available TIF (Tax Increment Financing).

There was an issue that was resolved from last weeks pre-agenda meeting – the annual meeting notice for pre-agenda meetings was posted at city hall next to the council meeting notice.
