The Lightfoot Report: Dolton Is Broke; $43K Amazon Purchases In One Day; Overpaid Police –

By John Kraft & Kirk Allen

On August 12, 2024

Dolton, Ill. (ECWd) –

Former Chicago Mayor Lightfoot delivered a scathing and sometimes shocking report of the financial condition of the Village of Dolton since Tiffany Henyard took office as Mayor.

We believe this is just the tip of the iceberg, and the total financial cost of this complete disaster of a Mayor and Supervisor will not be known until a proper forensic audit is conducted on both the Village of Dolton and Thornton Township and its Road District.

This report doesn’t even begin to tell the whole story of her actions outside of the finances.

View the full presentation slides (HERE).

From among the reported items:

  • this was not a complete picture as there has been no cooperation by Henyard and others in position to cooperate
  • the village had in excess of $5.61 million when Henyard started, and now have a deficit of over $3.65 million (a $9 million swing from positive to negative)
  • there are 589 checks totaling over $6 million approved to be paid, but Henyard will not sign them and they have not been sent to the vendors  –
  • no mandatory financial reports have been submitted to the Illinois Comptroller since Henyard took office
  • no mandatory audits have been submitted since Henyard took office
  • a private company has been acting as the village’s finance department
  • Acting Police Chief Lacey (who was indicted today on federal bankruptcy fraud) is not in a bargaining unit and has taken more than $215,000 in overtime pay sine 2022
  • the village’s Illinois Funds account has been decimated – it went from more than a $2 million balance to less than $4000 (four thousand)
  • more than $43,000 in Amazon purchases in one day – none of which have been accounted for
  • thousands upon thousands spent on gift cards – with no records of where they went
  • nine separate travels in 2023, including Vegas, Washinton D.C., Austin, Portland, New York, Birmingham, and others – we already know some were taken in first class flights
