OLIVER, IL. (ECWd) –
During its April Board of trustees meeting, an email was circulated and discussion held detailing an alleged theft from the District by former office manager Lisa Rigdon, in which the auditing firm calculated a discrepancy of 170 hours overpayment in the form of comp time, which is $4,545.80 at what was her current pay rate. She was a salaried employee according to information from the District.
In the email, the auditing firm found 56 hours available for comp time, but 226 hours actually paid to Rigdon.
Since this discovery, the Water District has looked at and changed its policy on credit card use, payroll, and comp time. For payroll, the District contracted with a private company to provide those services after Rigdon’s termination.
The Board decided to turn the information collected by the auditing firm over to the Edgar County State’s Attorney for possible prosecution.
On another note, it was noted that Tracy Luster plead Guilty to a Class A Misdemeanor for tampering with a Clark-Edgar Rural Water District water meter (he bypassed the meter to obtain “free” water). He was originally charged with a Class 4 Felony, but it was reduced to the misdemeanor charge. He was ordered to pay restitution to the district in the amount of $1,343.00 and other costs. He was originally charged in March of 2015.
