We decided to start on a positive note.
The following Hospital Districts do not levy a property tax, according to the Comptroller’s database:
- Union County Hospital District (currently not in operation as of 2024, or winding down operations – unclear at this time)
- McDonough County Hospital District
- Randolph County Hospital District
As previously published, when a hospital district does not levy a property tax, they can operate outside their corporate boundaries at-will – meaning without any voter referendum approval.
From all appearances in Union County, and according to their 2024 Annual Financial report to the Comptroller:
“Union County Hospital District is no longer in operation, but still receives State Replacement Tax Monies and interest from CD’s. Transfer of assets to Anna Hospital Corporation in 2006 and spin off to Quorum Health in 2016. Quorum Health dissolved their relationship with Anna Hospital Corporation during 2020 and District was with Quorum Health until January 14, 2023 when Deaconess took over the lease. Hospital District supports Deaconess through assistance with property and equipment additions on a yearly basis or as needed. Expenses this year consisted of gift shop and other concessions, insurance payments, professional fees, Auxiliary Scholarship and Auxiliary General Fund Expenses. Donations to Deaconess for fiscal year 2024 totals $350,000 causing expenses to exceed revenue.”
We will clarify the Union County Hospital District in a future article as it appears they may be operating under Section 25 of the Hospital District Law.
