Federal Indictments Unsealed Against Former District 95 Principals –

Paris, Ill. (ECWd) –

Following the June 2023 search of former District 95 Superintendent’s home, Illinois State Board of Education audit findings, termination of the former superintendent, and further investigations of the district’s past financial issues – mainly dealing with alleged mismanagement of grant funds, the United States Attorney for the Central District of Illinois announced the unsealing of federal indictments of two former District 95 employees.

Kyle Shay, former principal of Mayo Middle School, and Megan Carroll, former principal of Carolyn Wenz Elementary School, were both indicted on March 17, 2026.

Both are charged with one count of “Embezzlement Concerning Federally Funded Program“.

Kyle Shaw’s count includes:

CONVERTS TO OWN USE PROPERTY OF ANOTHER. In a one-year period from March 18, 2021, through March 17, 2022, in Edgar County, in the Central District of Illinois, defendant, being an agent of Paris Union School District 95, stole, embezzled, obtained by fraud, without authority knowingly converted to the use of a person not the rightful owner and intentionally misapplied property worth at least $5,000, under the care, custody, and control of Paris Union School District 95, namely, money.

Mega Carroll’s count includes:

CONVERTS TO OWN USE PROPERTY OF ANOTHER. In a one-year period from March 18, 2021, through March 17, 2022, in Edgar County, in the Central District of Illinois, defendant, being an agent of Paris Union School District 95, stole, embezzled, obtained by fraud, without authority knowingly converted to the use of a person not the rightful owner and intentionally misapplied property worth at least $5,000, under the care, custody, and control of Paris Union School District 95, namely, money.

Both individuals were released on a personal recognizant bond.

The Indictment alleges they enriched themselves by obtaining round dollar figures for mileage reimbursements in amounts greater than miles actually driven on official business, worth at least $5000.
