The CRIS Rural Mass Transit District (“CRISMTD”) has never filed its required annual financial reports with the Illinois Comptroller.
This issue is nothing new to us, as early on we found our local rural water district hadn’t filed one in over 23 years of its existence – it files them now.
It is, or should be, well known that all local governments in the state of Illinois are required to file (with few exceptions) an Annual Financial Report (“AFR”) with the Illinois Comptroller.
Without these reports, the public is left in the dark as it relates to certain financial information that should be available on the Comptroller’s webpage.
The Comptroller does not even know the CRISMTD exists.
The Comptroller has a website (Local Government Warehouse) for people to use to review all of these financial reports. They even list types of local governments, which include a Mass Transit District (at least the ones they are aware of).
The only local governments not required to file with the Comptroller are Township Road and Bridge Districts (included in the Township’s reports), Community Colleges, Drainage Districts, Housing Authorities, and School Districts.
Section 7 of the Mass Transit District Act requires annual audits be conducted and submitted to the Secretary of State and other governments.
The Governmental Account Audit Act requires these annual reports also be sent to the Illinois Comptroller.
We filed a complaint with the Comptroller’s Office of the Executive Inspector General on August 20, 2025. On August 21, 2025, we were informed that the complaint was sent to the Illinois Comptroller’s Office Local Government Division, but we have heard nothing from them as of this publication.
