Dolson Township – Some One Has A Lot Of Explaining To Do

By Kirk Allen & John Kraft

On October 20, 2025

Clark Co. (ECWd) –

Just over a week ago we published this article indicating the Illinois State Police are investigating matters in Dolson Township.

This weekend we finally received our records; however, the agreed extended time appears to have not been necessary in light of what was produced.

We asked for subpoenas and search warrants issued to the township and road district in the last 12 months.  The response, none have been issued in the last 12 months.

We asked for 12 months of minutes, a record every public body should have.  The response, they have no minutes for the last 12 months.

I asked for any record that references missing or stolen money in the last 12 months.  The response, they have no record, other than the bank statements that were provided as one of my requests.  They also indicate they did not give me all the bank records but provided no exemption for not providing them, just saying they will provide them as soon as they are available.

None of the officials have complied with OMA or FOIA training.

The supervisor at the time, has resigned.

What do we know at this point?

Tom Grable was the Supervisor, his wife, Kim Grable is the Clerk.

Grable Farms LLC was started in December of 2024 indicating Kim Grable as the Agent of Record and Thomas Grable as a Manager.  We are still trying to confirm it is the same people, which is what locals are claiming to be the case.

Dolson Township Road and Bridge bank statement with account ending in 8179 indicates $15,809.39 in the account for the January Statement.  No other statements for the year were provided. We have no clue if that money is still there, which after reading the rest of the story you will understand that point.

Dolson Cemetary Fund bank account indicates $500.00 was paid to Grable Farms on July 29, 2025, for tree trimming.  It is a violation of law for an elected Supervisor and or Clerk to pay themselves for work in the Township.

The Dolson General Assistance bank account raises even more questions.  The Township did not provide the last 12 months of records.  April, May and August were the only statements provided.  How much can go wrong in three months?

  • May 26, 2025 – $3,640.00 payable to ISU Credit Union – Memo indicates “300500-5-1”
  • May 29, 2025 – $590.00 payable to ISU Credit Union -Memo indicates “300500-5-1”
  • May 28, 2025 PNC Bank – $3,660.50 payable to PNC Bank – Memo indicates “loan 2402005093120883”
  • August 21, 2025 – $25,639.06 payable to ISU Credit Union – Memo indicates “Pay Off …’something’ “
  • August 21, 2025 – $25,737.26 payable to ISU Credit Union – Memo indicates “Pay off Loan 2402005093120883”

Why would ISU Credit Union and PNC Bank payments indicate the same loan number?

This totals $59,266.82 paid from the social welfare account called General Assistance.

That total is $59,266.82 from General Assistance, an account that is supposed to be protected and not used for anything other than qualified assistance. None of the above are qualified recipients of General Assistance.

What are the odds that the Thomas Grable who owns property at the same address as the Grable Farms LLC is the same Tom Grable as the former Supervisor?  The Clark County Property Tax bill gets sent to ISU Credit Union in Terre Haute?  Did someone try to use public funds to pay their personal debts?

The Illinois State Police may already know the answer to this but either way, the above payments are not lawful general Assistance payments.

The Dolson Town Fund is where things appear to really get profitable for the Grables. Note that in April, this fund had over $105,000.00.  This is right before the Grables became signers on checks.

  • 5/21/2025 – Kimberly Grable – $2,500.00
  • 5/24/2025 – Kimberly Grable $3,000.00
  • 5/26/2025 -Thomas Grable – $5,000.00
  • 6/5/2025- Kim Grable – $3,000.00
  • 6/20/2025 Kim Grable – $5,000.00
  • 06/25/2005 – Kim Grable – $1,000.00
  • 06/25/2025 – Kim Grable – $5,000.00
  • 7/7/2025 – Kimberly Grable  –  $5,000.00
  • 7/7/2025 – Kimberly Grable – $5000.00
  •  7/10/2025 – Thomas Grable –$2,000.00
  • 7/10/2025 – Thomas Grable – $2000.00
  • 7/10/2025 – Kimberly Grable – $2,000.00
  • 7/16/2025 – Thomas Grable – $2,000.00
  • 7/25/2025 – Grable Farms – $5,000.00
  • 7/16/2025 – Kimberly Grable – $3,000.00
  • 7/25/2025 – Kim Grable – $5,000.00
  • 7/29/2025 – Grable Farms – $5,000.00
  • 7/29/2025 – Thomas Grable – $2,500.00
  • 7/29/2025 – Kimberly Grable – $5,000.00
  • 07/30/2025 – Grable Farms – $5,000.00
  • 07/31/2025 – Grable Farms – $5,000.00
  • 8/01/2025 – Kim Grable – $4,725.00
  • 8/1/2025 Thomas Grable – $5,000.00
  • 8/1/2025 – Thomas Grable – $10,000.00

It appears, based on the currently available public record, $81,225.00 was paid to the husband-and-wife duo and Grable Farms LLC in 4 short months. Outside those payments, there are only a few checks written to cover what appear to be legitimate bills.

How bad can it be?

The Dolson Road and Bridge fund bank records are just as shocking.

  • 7/22/2025 – Grable Farms – $10,000.00
  • 7/25/2025 – Kim Grable – $5,000.00
  • 7/25/2025 – Grable Farms – $5,000.00
  • 7/29/2025 – Grable Farms – $5,000.00
  • 7/30/2025 – Grable Farms –$15,000.00
  • 8/1/2025 – Grable Farms LLC- $5,500.00
  • 8/1/2025 – Grable Farms LLC – $5,000.00
  • 8/1/2025 – Grable Farms LLC – $10,000.00

Once again, Grable Farms and at least Kim Grable, appear to have done really well for themselves in a short 10-day period totaling payments of $60,500.00.

If our math is correct, between Grable Farms LLC, Thomas Grable, and Kimberly Grable, $201,491.82 in checks have been written naming them as the pay to.

We do not know who actually wrote the checks, signed the checks, or cashed them.  We have been told the signatures are stamp signatures, but we have not been able to verify that as of publication.

We also note, according to Judici.com, there was an Emergency Order of Protection granted in Clark County against Thomas Grable on 9/17/2025.  Of interest, the OP was dismissed based on the petitioner’s motion, which was Kimberly Grable.  Oddly to us, the attorney representing Thomas Grable in that hearing is the same name as the attorney representing the Township.

We will update with a future article once we have more information, to include any response from our FOIA to the Illinois State Police on the matter.
