Milton Township, Ill. (ECWd) –
We first reported on the unlawful contract to issue traffic tickets (here) signed by the former Milton Township Supervisor.
We also noticed the township posted a “Scam Warning” on its website in an attempt at distancing themselves from the actions of the former supervisor through deceptive wording, but the problem is the ticketing contract wasn’t actually a “scam” in the sense of the word, it was an action (although unlawful) taken by “the township” and they could have simply informed the public the contract was not valid and to disregard any citations or tickets.
In the following videos, you will see and hear former supervisor John Monino, discuss the contract, set up meetings with municipalities to talk about them setting up similar contracts and you can also hear Monino state the following:
- “The Municipalities and the Police work for me” (~3 minute mark in the second video)
- “I got nine Mayors under my jurisdiction” (~3 minute mark in the second video)
- When asked if the township attorney looked at the contract, Monino stated, “Pat Bonds said it looks pretty solid” (~1:43 in the second video) – keep in mind, this is the same Pat Bond who sent a letter to the contracted vendor and told them the contract was invalid as townships do not have police powers.
The arrogance of Monino is clear in these videos.
First, there are no mayors or police who work for any township supervisor in the State of Illinois. They are separate units of government and townships are not authorized police officers/departments.
Second, we have no way of knowing if Monino was truthful at the time when he mentioned their township attorney “said it looks pretty solid,” or if he was simply lying to the private detective.
The first video discusses the operation and also has Monin stating he has a meeting with Pat Bond in reference to the contract.
The second video discusses pulling the license plate information with a private detective and promising to hook him up with the state pre-selected contracting system (~ 7:40 minute mark) tips-usa program.
This third video is where Monino states “Pat Bonds said it looks pretty solid” at around the 1:33 mark:
