We will be publishing a series of articles exposing the criminal spending that took place for years by Kyley Willison and allegedly, his Father, who are now former trustees. Kyley’s wife, who was also a trustee during the crime spree, was not charged, but evidence does point to benefiting from her husband’s theft. New granite countertops and kitchen sink are just a couple examples with many more to be pointed out. (pictured here, captured from search warrant video).
Kyley and his father, Jerry, owned the Norton Knolls Golf Course in Oakland. According to the police interview with Kyley, that business was closed in 2019. While the Federal PPP loans that Willisons applied for and received postdate the admitted closure of the golf course, no charges were filed to date on that matter.
The primary restitution Willison was ordered to pay is tied to the Credit Card expenditures. One in particular is the focus of this article.
According to the records, Willison regularly used the Fire Protection District credit card to purchase fuel from Illini FS, however, it was not the Fire Protection District getting the fuel.
The invoices for fuel purchases reflected Norton Knolls Golf Course, C/O Kyley Willison, as the recipient. On the surface, the golf course is buying fuel. Outside the eyes of the public, Willison was using the Fire Protection District credit card ending in 7997 to pay those invoices.
How many citizens in the Oakland Fire Protection District knew their FPD tax dollars were being funneled to support the private business expenses of two of the three FPD trustees at the time?
What is very interesting is the fact Kyley has admitted the golf course closed in 2019, yet he continued to have Illini FS deliveries to the golf course as late as January of 2022.
As reflected in the invoices, the taxpayers not only paid for the criminal fuel purchases but also incurred late fees and credit card fees.
