Three Elected Officials In Kankakee County Face Removal From Office –

Kankakee Co., Ill. (ECWd) –

Kankakee County State’s Attorney James Rowe’s office filed suit against three elected officials in Kankakee County seeking their removal from office for failing to file their required annual Statements of Economic Interest (“SEI”) with the County Clerk.

Chris Tholen, a Kankakee County Board Member, Leonora Noble, an Alderwoman in Kankakee, and Leo Todd Clark, an Alderman in Momence, are the respondents.

The Illinois Governmental Ethics Act, Section 5 ILCS 420/4A-101.5 describes which local public officials and employees must file their SEI annually. Section 5 ILCS 420/4A-105 lays out the filing deadlines and penalties, which include a $15 late fee, and if not filed by May 15, a $100 per day fee until filed, and/or removal from office.

The County Clerk also has an obligation to notify those required to file, and to send timely notices to those who do not file, informing them of their obligations and consequences.

These office holders can simply resign from office and the complaints will be dismissed. First Hearing is scheduled for June 30, 2025, at 9:30 a.m. in Kankakee County Circuit Court.
