Shelby Co. (ECWd) –
Shelby County Sheriff Brian McReynolds was named in a civil rights lawsuit in March of 2023. The case was filed by Chad Hammond, who needed medical attention while in the county jail, and alleged it was not provided. He was later diagnosed with an abdominal infection, according to the complaint.
In October of 2024, Hammond filed a motion to dismiss the Sheriff from the complaint. A copy of the motion can be viewed at this link. We note the motion specifically did not dismiss Monica Duran and Cathy Stephans who were allegedly the Doctor and Nurse assigned to provide medical care at the Jail.
In February of 2025, a joint stipulation motion was filed by Hammond and the Doctor and Nurse to dismiss them from the case and name USA Medical and Psychological Staffing as defendants in their place. A copy of the motion can be viewed at this link.
The original complaint named Advanced Correctional Health Care (ACH), which happens to also be the same entity who just settled another Shelby County case with former inmate Nicholas Banning, as the medical provider. They were dismissed from the case on January 25th, 2024. According to that order, which can be viewed at this link, the named Doctor and Nurse were hired by ACH.
April 15th of 2025, A stipulation by and between parties, causes of action against Defendant USA Medical & Psychological Staffing be dismissed with prejudice, “causes of action satisfied and all costs paid.” A copy of the stipulation can be viewed at this link.
April 16th of 2025, a text order was entered, and the case was dismissed with prejudice.
While the docket does not say how the causes of action were satisfied, it is commonly a settlement of some kind. We note there were no filings by USA Medical & Psychological Staffing attempting to get out of this case. No sooner than they were named Defendants, all causes of action were satisfied and all costs paid.
We note that the Nicholas Banning case settlement was signed on April 11, 2025, just days before the Hammond case gets resolved. Was the writing on the wall for these medical providers, so rather than put up any fight, they rolled over and settled?
In regard to the prior ACH case with Nicholas Banning, we have obtained that settlement and will publish it in a separate article.
It is our understanding that the Shelby County Sheriff still uses ACH for their medical provider.
