We can now confirm a second criminal Federal Grand Jury subpoena was issued to the Administration of the Professional Development Alliance, an entity created through an agreement with the former Grundy-Kendall County Regional Office of Education and former Will County Regional Office of Education.
The subpoena was issued just days after the first one issued to the Grundy-Kendall County ROE, as covered in this article.
Anyone who has not read the full report produced by the Will County ROE office should do so to grasp the magnitude of the scam that was being run from these public offices. The full report is linked in this article.
While we appreciate that the Federal authorities are investigating what appears to be criminal conduct, we are once again disappointed in Will County State’s Attorney James Glasgow. Glasgow has not responded to our simple requests for comment on this matter, which included what we thought were pretty simple questions.

- Has your office initiated any investigation into this matter, and if yes, what is the status of that investigation?
- Considering some of the people involved had alleged political ties to you have you recused yourself from anything on this matter?
- Do you believe it is legal for public officials and employees to utilize public resources for personal gain, including creating a lifetime benefit through IMRF even though those people were working for a private entity?
- Do you believe the creation of software by public employees would entitle the public entity to have a right to all profits generated from the sale of that software?
Glasgow failed to do anything with the ghost payrolling that was going on at Joliet Township, apparent criminal financial improprieties at the Dupage Township in Bolingbrook and referred to him by the FBI, alleged criminal conduct at District 210 by the former Superintendent and the financial improprieties that took place by the employee of the County Veterans Commission. We are not surprised he has failed to respond or do anything in this matter.
