Orland Fire District Paid $18K To Diversity Consultant While She Was Incarcerated In Federal Penitentiary –

Orland Park, Ill. (ECWd) –

The Orland Fire Protection District entered into a contract with a “consultant” to provide diversity consulting to the district at a rate of $3000 per month for one year, apparently renewing until canceled, starting in June of 2017 (See pages 9-11).

In May of 2018, the consultant, Irma “Ratliff” Holloway, the owner of her now-dissolved company, IRH Developments, Inc., was indicted by a federal grand jury with two counts of defrauding lending institutions of around $5 million.

Holloway pleaded Guilty to Count 2 of the indictment and was sentenced to 24 months in the federal penitentiary, to begin on October 28, 2020, with 5 years of supervised release after serving time in the penitentiary, and restitution of nearly $4 million.

The Orland Fire Protection District continued paying her invoices for November 2020 through April of 2021 – six months @ $3000 per month, while she was serving time in a federal penitentiary. Totaling $18,000 (see pages 25-30).

Invoices were sent to the district each of those months and were signed off on by the Fire Chief.  We do not know if she sent the invoices from prison or if someone else submitted them on her behalf.

The district made no attempt to recover those funds, at least no attempt is located in their meeting minutes.

Who deposited those checks?

    This requires an audit and investigation of the fire district. Who is that person connected to? Why was the district not informed of the incarceration? And why did Orland need a “diversity consultant” in the first place? Enough with the pathetic nonsense and excuses.

    Orland and surrounding areas tend to receive a lot of out-of-town visitors due to the shopping centers and restaurants. When some visitors break the law and are caught, they cry foul. Be respectful of other communities, and work on improving your own. It’s hard work, but it can be done.

    When there are no consequences for bad behavior, the corruption will not stop. The government structure in Illinois is designed to fail.

    Government criminals in Illinois are aided by a corrupt judicial branch who will serve friends and family. Sadly very very few put taxpayers first. Self serving narcissists.
