DOLTON, IL. (ECWd) –
Earlier last month, the Village of Dolton Trustees passed a Resolution removing Dolton Mayor Tiffany Henyard’s name from the village’s bank account, which should have prevented her from signing any checks.
During the October 3, 2022, Village board meeting, Henyard, obviously upset one of her agenda items was voted down, told the trustees they would not be paid due to their voting her agenda item down (See video below at the 38:32 mark).
This, in our opinion, is retaliation and intimidation by an elected official (See Sec 12-6(a)(6)), and official misconduct (See Sec 33-3(a)(2) and (a)(3)) on Henyard’s part for conditioning village trustee pay on their approval of her agenda items.
Henyard turned around and filed a Complaint for an Emergency Temporary Restraining Order against the village trustees in an attempt at keeping her name on the checking account.
Cook County Judge Celia G. Gamrath heard the TRO on October 7, 2022, and issued an Order stating, in part, that:
- this was not an emergency
- pay the trustees immediately
- all payroll and outstanding approved paper checks for expenditures previously authorized by the corporate authorities bearing the mayor’s name shall be honored
- the special meeting set by the trustees shall not review and pass upon approval of bills. Specifically, Agenda Item No. 6 entitled “Corporate Bills” shall not be passed upon, considered or otherwise voted upon by the corporate authorities.
- payroll check for the current pay period to the trustees and the clerk shall be issued on October 7th
Following the October 7, 2022, Hearing, the clerk returned to work only to find the locks had been changed on her office.
The trustees returned to the village hall to conduct their meeting to find the electricity had been turned off in the village hall building. ComEd noted there were no reported outages. The trustees held their meeting without power and received their payroll check bearing the mayor’s signature stamp.
Knowing the mayor could no longer sign village checks, the trustees could not deposit or cash their payroll checks because those checks bear the stamp of the mayor’s signature.
There is another hearing on this matter scheduled for October 28, 2022, at 8:45 a.m. via Zoom.

Instead of showing others as not understanding anything she makes herself look like a tyrant, I could not work with her. When someone asks a question, she tries to make them feel small. It only shows her to be small.

Dolton needs a new Mayor, A professionally educated mayor. She talks like she has achieved anything above a high school diploma
