Vermilion County, IL. (ECWd) –
The Illinois Attorney General’s Public Access Counselor has determined that the Vermilion County Airport Authority Board of Commissioners violated the Open Meetings Act on June 19, 2018 when it failed to give proper notice to the public of an item voted on during the meeting.
The Board accepted the resignation of its current (now-former) Airport Manager, and hired a new Airport Manager during this meeting without properly placing those items on the meeting agenda.
This is just another example of the public body’s attorney giving bad advice to the Board – similar to the issue related to the four unqualified commissioners holding office in violation of state law.
The Board argued that there was an emergency which necessitated appointing an airport manager.
Instead of convening an emergency meeting (if this would have passed as a bona fide emergency) to appoint the manager, this Board simply took action to appoint the manager without it being placed on the agenda of the meeting where the action took place.
