Algonquin Township Road District Time Card – Fuzzy math?

McHenry Co. (ECWd) –

Basic Math – 1+1=2, 1+2=3, 1+3=4, etc. 

According to the policy manual, the following apply to pay:

  • if a person is “required” to work on a Holiday, they get paid overtime, (time and a half) for that work.   And you guessed it, Bob Miller must have “required” his own wife to work on Columbus Day in 2016.
  • Overtime will be provided after 40 hours in a week regardless of the hours worked in any one (1) day.

Fuzzy Math – 1 Anna May Miller time card for Week ending October 16, 2016:

  • October 9, 2016 – Clock in 2:45, Clock out 4:45 pm = 2 hrs overtime 
  • October 10, 2016- Columbus Day Clock in at 6:45 Clock out at 1:30 = 8 hours Holiday Pay + 7 hours overtime
  • October 11, 2016 -Clock in at 7:30, Clock out at 5 = 8 hours regular pay + 2 hours overtime
  • October 12, 2016 – CLock in at 7:30, hour for lunch, Clock out at 4:45 = 8 hours regular pay + .75 hrs overtime
  • October 13, 2016 – CLock in at 7:20, hour for lunch, Clock out at 5:00 = 8 hours regular pay + 1 hr overtime
  • October 14, 2016 – CLock in at 7:20, hour for lunch, Clock out at 4:30 = 8 hours regular pay + .5 hrs overtime
  • Total Regular hours =32 hrs @ $30.00 an hour = $960.00
  • Holiday hours = 8 @ $30.00 an hour = $240.00
  • Overtime hours = 13.25 @ $45.00 an hour = $596.25
  • Total = $1796.25

Our math

  • October 9, 2016 – Clock in 2:45, Clock out 4:45 pm = 2 hrs Regular time (nothing in the policy manual points to overtime for a weekend work day as reported on the time card)
  • October 10, 2016- Columbus Day Clock in at 6:45 Clock out at 1:30 = 8 hours Holiday Pay + 6.75 hours overtime. (Appearently Bob Miller required his own wife to work on Columbus Day) 
  • October 11, 2016 -Clock in at 7:30, Clock out at 5 = 8 hours regular pay + 1.5 hours overtime
  • October 12, 2016 – Clock in at 7:30, hour for lunch, Clock out at 4:45 = 8 hours regular pay + .25 hrs overtime
  • October 13, 2016 – Clock in at 7:20, hour for lunch, Clock out at 5:00 = 8 hours regular pay + .67 hrs overtime
  • October 14, 2016 – Clock in at 7:20, hour for lunch, Clock out at 4:30 = 8 hours regular pay + .17 hrs overtime
  • Total Regular hours =34 @ $30.00 an hour = $1020.00
  • Holiday hours = 8 @ $30.00 an hour = $240.00
  • Overtime hours = 9.34 @ 45 an hour = $420.30
  • Total = $1680.30

Difference in Miller math and our math for one time card = $115.95  to Anna May Miller’s benefit.

Now I understand there will be a select few that will justify rounding numbers up to the next quarter and they will probably even justify it because it makes the math easier in their mind.  I even suspect those same people will say working on a weekend justifies overtime, even though nothing on that point is in the Policy Manual.  Regardless of the justifications, this is not how public payroll is supposed to be done.  Time worked is time paid. Rounding up may be considered theft of funds in some legal circles, however, that does not appear to be the case in McHenry County.

For those justifiers, help us understand how a person can record 6.5 hrs of overtime on one time card that only reflect a total of 4 hours clocked in?  One day it records 8 hrs of regular time and 6.5 hrs of overtime yet there is no record of anyone clocking in or out on that day?  (One time card from December of 2013)

Any guess how many time cards have this kind of mathematical anomalies that benefit this employee?
