Atlanta Library District’s unusual credit card use –

By John Kraft & Kirk Allen

On September 14, 2018

Atlanta, IL. (ECWd) –

Is this another case of credit card fraud/theft at Atlanta Public Library District?

We’ve pointed out several cases of alleged credit card abuse/fraud/theft at Atlanta Public Library.  This appears to be the case for another one.

Christine Thomas is the wife of the former treasurer, Bill Thomas, and the mother of the museum director, Rachel Neisler.  Mrs. Thomas apparently thinks it’s OK to purchase books from Amazon on her daughter’s library paid credit card.  The library’s PO Box is 568 but said books are sent to PO Box 372.  Is that a home address?

It also appears that Mrs. Neisler has no problem with her mother’s purchases.  She supplied a receipt to the library and charged the purchases to account “609” which is books.

A quick online search at the Atlanta Public Library District RSA Catalog showed “This search returned no results.” for both books.  Just to be thorough, a request at the library verified neither book was there on August 1st, 2018.

May we borrow the credit card?  There are a couple books we’d like to order, too.

Both directors have shown they are not using the credit/debit cards responsibly.   Why did the trustees turn a blind eye to these actions?  Consent Agenda.  By using consent agenda, both directors had free rein with the tax money.  Trustees never, or rarely saw a receipt for anything and had no idea what they were approving.

Isn’t it time to demand something be done?  Shouldn’t the trustees start taking their fiduciary responsibilities seriously?  Maybe take away the charge cards?

We know this is from 2015, but from all appearances, these types of purchases are still happening.

Might be time for another criminal complaint to the authorities who to date, unfortunately, have ignored all this malfeasance.

This comment is somewhat related but not to this particular subject.
I did a FOIA request for credit card use of the mayor of a village.
The FOIA Department sent me copies of the credit card bills
    BUT
blacked out the name on the credit card bills that were sent to me.
    ALSO
Is there some way I can get a copy of the billing receipt to see who signed at the restaurant when the meals were purchased?
    Thank you in advance.

tell them to unredact them and ask for the actual receipts for those purchases
