Kankakee's KRMA: By-Laws say $50/meeting, payments are much higher -

BY JOHN KRAFT & KIRK ALLEN

ON August 7, 2018

Kankakee, IL. (ECWd) -

The BY-Laws of the Kankakee River Metropolitan Agency, or actually the "Municipal Joint Sewage Treatment Agency" set the compensation of its Directors. the By-Laws are found on KRMA's website (here) and I note that there are no amendments to the by-laws on their website.

In the published by-laws, Article II, Section 9: Compensation provides that "Directors may be reimbursed for their actual expenses incurred with regard to Agency business and shall be paid $50.00 per meeting attended." (see page 5 of the by-laws pdf)

Great! No problem! Director's get a check for $50.00 for every meeting they attend, and they can also submit receipts for actual expenses to get reimbursed.

I submitted an FOIA request for all payments to Directors for the past couple of years.

What I found was actual compensation per meeting anywhere between $600.00 and $700.00 depending on which Director was compensated.

Read the compensation document (here).

With the round numbers of $600, $625, $650, and $700, we can assume the larger checks are not reimbursements for actual expenses, but rather a payment of compensation over and above what their published by-laws authorize.

We have requested copies of any amendments to these published by-laws and will update this article should any amendments be provided.
