What follows is a true story of a City Councilman hiring his wife to work for the city, allowing her to charge fuel to her personal car to the city, and then she falsifies time cards to purchase gift cards for her mother-in-law, the City Clerk.
Ashley Voris, former Windor City employee, pled GUILTY to a Class A Misdemeanor of theft/control of property of the City of Windsor. This was a negotiated plea for 1 year court supervision, fine of $250 plus court costs, and restitution of $111.63.
Jeremy Voris, former City of Windsor Councilman, and former Illinois State Police Officer, pled GUILTY to a Class A Misdemeanor of Theft/Unauthorized Control of City of Windsor property. It was a negotiated plea down from a Class 3 Felony of Official Misconduct/Obtaining Personal Advantage. He was sentenced to 2 years conditional discharge, restitution of $111.63, and No Public Office while on conditional discharge.
This comes out of an investigation by the City of Windsor Police Department acting on a tip that Mr. Voris, a City Councilman and the Cemetery and Park Commissioner, had hired his wife to work in the cemetery. While an employee, Mrs. Voris used, with permission from her husband and boss, the village credit/funds to purchase fuel for her personal vehicle.
A Shelby County Grand Jury indicted them, and a warrant was issued for their arrest in September of 2015. Both pled guilty in January of 2016.
According to the Police Report, Ashley was caught on video purchasing fuel and signing the receipt charging the purchase to the Village of Windsor.
Additional questionable issues surfaced during the investigation, including, falsifying time cards, gifting Olive Garden and Red Lobster gift cards to Windsor City Clerk Linda Voris, Jeremy Voris’ mother, using the funds obtained by falsification of time cards, obstruction of justice, and threats made by Jeremy Voris to defund the police department if he beat the charges.
According to Judici, Jeremy Voris has previously been arrested and plead guilty in 2013 to a Class A Misdemeanor DUI charge and sentenced to 30 days in jail, 100 hours public service, 1 year supervision (withheld judgment/supervision), fine, alcohol treatment. In 2014 Jeremy was arrested again on a DUI charge, but plead guilty to a reduced/amended charge of Class A Misdemeanor Reckless Driving with a 30 day jail sentence and a fine of $1000.00.
