Edgar Co. Board meeting (video) – Heltsley running his mouth again –

Edgar Co., IL. (ECWd) –
The Edgar County Clerk has posted the videos of the Edgar County Board Study Session from Monday morning and the Edgar County Board Meeting this morning, August 12, 2015.
In the regular board meeting the public comment starts at 2:00 with Mrs. Caroline Wilson, then at 8:00 with John Kraft, at 10:00 with Kirk Allen, followed by Rob Bogue.
During Kirk’s comment, Heltsley twice refused to state whether or not he was a law enforcement officer. My opinion is that 1.) he cannot admit he is not one, or, 2.) he knows that if he admits he is some sort of officer within the Sheriff’s Department that he would have automatically forfeited his county board seat for incompatible office, having a conflict of interest, and other violations of law. Why is that too hard of a question to answer?
I am hoping that this Sheriff has not issued Heltsley a “covert investigator“, LOL,  letter like a previous Sheriff did in 2003, which carries no weight and is not legal. No, I think it is more likely that Heltsley cannot come to terms with the fact he has absolutely no police authority.
This is also where Heltsley said he observed Bogue talking at the Monday morning meeting and was “concerned”…I go back to a previous statement of mine: Is he [Heltsley] feeling guilty about something? Did he do something while on the county board that he is not proud of?

The next video is from the Monday morning study session. Please watch it and see if you can see any indication of “wild-eyed-ness” in anyone. Remember, just because you do not agree with what someone is saying, doesn’t make them “wild-eyed”…
In this video, pay attention to the first public comment where I asked about the county personnel policy and Chairman Jenness claimed it was fixed for elected officials to be allowed insurance in a board resolution several years ago. More on that issue in a future article that will tie directly with that statement.
Rob “Wild-Eyed” Bogue speaks at about the 1:06 mark in this video. I see absolutely nothing in his comments that would make anyone afraid to attend a meeting in a public building with several other people present (or even alone for that matter) – unless they have something to hide.
