Clark Co. Park District – July 3d celebration receipts don't add up –

Clark Co., IL. (ECWd) –
After sitting through a Clark County Park District meeting where Larry Yargus’ son-in-law decided to chastise everyone for not donating to the 3rd of July Celebration and fireworks – even though nobody was asked and no postings requesting donations was had – and even stating that he personally had, in his billfold, a $50 donation check from someone that makes very little money, I decided to see exactly who, and how much, donated to the celebration.
During that same meeting, and at a subsequent meeting, Charity Murphy stated as fact that $8000.00 had been donated to the District for the Celebration.
I submitted a FOIA request for proof of all donations.
What I received did not add up to $8000.00, as a matter of fact, added up to less than $7000.00.
Additionally, there was no proof of a $50 donation check and there was no proof that anyone named Yargus (or his business) donated anything to the celebration.
I emailed Charity again and asked if all the donation receipts were provided and she told me they had not, but that she would provide more of them. That was last week, and no answer.
Which makes me question her truthfulness in the statements that “they had received $8000.00″ in donations. If it was true that they had already received the donations, why no receipts, and why does she need to wait?
IF the entire $8000.00 did not arrive, which board meeting expressly authorized Charity Murphy to expend funds, with a majority of the board’s approval, in an open public meeting, and recorded in the minutes as the Park District Code requires?

    In consideration of all that has gone on before, does this behavior surprise anyone? It should not surprise, but rather be expected when no penalties (for saying one thing and then the facts show another) exist and even then if there are legal penalties, those penalties will not be enforced.
