Clark Co., IL. (ECWd) –
During public comment session at the July 27, 2015 Clark County Park District Board of Commissioners meeting, Commissioner Stephanie Romero announced, and presented, a check for $75.00 for the “debt” unknowingly incurred when she consulted the Park District attorney.
She did the right thing considering the circumstances.
However, it is still our opinion that since the attorney was fully aware (thru her own comments at the last meeting) that a Commissioner cannot legally incur a debt payable by the District, it was her duty as an Attorney to advise Commissioner Romero of that fact and refused to answer her questions.
Additionally, by submitting the invoice, for services that she knew were unlawfully incurred, she effectively submitted a false invoice, or a false claim against a public body. (previous article here)
