Clark Co., IL. (ECWd) –
In the aftermath of publishing this article (here) yesterday on FOIA failures, the Executive Director, Charity Murphy, finally answered the request for public records, although days late in violation of State law.
She must have been busy crafting a new “signature” for her email that includes an attempt at threatening and bullying people into thinking they cannot forward the emails they receive from her – like she has any authority to demand anything of anyone that receives her emails.
The new, enhanced email signature:
LEGAL NOTICE
Unless expressly stated otherwise, this message is confidential and may be privileged. It is intended for the addressee(s) only. Access to this E-mail by anyone else is unauthorized. If you are not an addressee, any disclosure or copying of the contents of this E-mail or any action taken (or not taken) in reliance on it is unauthorized and may be unlawful. If you are not an addressee, please inform the sender immediately.
Yes, it says “LEGAL NOTICE” on it.
Now I wonder if the Park District actually paid an attorney to provide this “legal notice”, or if Charity just decided all on her own to provide legal advice through this legal notice to any recipient of her emails.
Whatever the case may be, this so-called legal notice is unenforceable and a waste of time. She is a public employee, responding to a public records request, and the recipient can forward this email to the entire world, and even to aliens in an alternate universe, if they feel so inclined – all without worry of any recourse whatsoever.

Is this fair to our audience here that that you approved of it by publishing personal attacks in comments about me recently, but disapprove of personal attacks on yourself here now publicly? Posted at 19:48h, 17 JuneTime to laugh at buffoonery. A person who doesn’t know better will obey simply because it looks proper. That’s the problem with official misrepresentation of fact and it’s something that is done by unscrupulous public officials whether written or verbal. I just wrote a piece on my Facebook page clearing up another matter having the same problem – sounds tough but ain’t so.

Now that I have read that since you have made it public, it appears I have a duty to stop writing this comment and instead “immediately” “inform the sender.” Indeed, everyone who comes here and reads this has that duty.
Am I understanding things correctly? What should I do, call her office? Email her?

Posted at 15:10h, 17 JuneToo bad she doesn’t spend as much time on DOING her job as she does trying to find ways NOT TO DO her job…..or to try to intimidate people. Does she really think this is going to scare you away?? People of Clark Co need to wake up and do something about this woman, before it goes much farther. Does she realize how absolutely pathetic all this makes her look…. which in turn gives the Park District a big black eye too. Doesn’t make me want to rush to Clark Co to spend my time in a park area that’s run by people with only their own interests in mind. There are too many other nice Park areas that might appreciate the business. Can’t see spending money there when it just goes in her pocket or her boats gas tank!
