Iroquois County reveals forensic audit results –

By Kirk Allen & John Kraft

On November 12, 2014

Ford-Iroquois Co. (ECWd)

Once again our work has been independently validated!  The disbanded Ford-Iroquois County Public Health Department was a cesspool of corruption, and Iroquois County State’s Attorney, Jim Devine, has failed to prosecute a single person.

Andrew Garret with Garret Discovery was tasked with a computer forensic audit on hard drive images created by Clifton, Larson and Allen Accounting Firm, in response to a forensic financial audit requested by the Ford Iroquois County Health Department Board for evidence of waste, fraud and/or abuse.

The results should infuriate each and every person in this state, and the evidence is clear this audit uncovered proof that outright theft has taken place. (Click here to review the report presented to the board)

By all indications Doug Corbett, former FIPHD administrator, and his right-hand employee, Cary Hagen, appear to capture the heart of the illegal activity. However, Julie Clark may well have set the standard for a true “Jekyll and Hyde” demeanor by a public official.

Communications on social media and E-mail between this group continually reflect a Christian leaning ideology, while at the same time they are blatantly stealing from the public.  It is beyond me, and others, how these people can sleep at night while insinuating they are God-focused people when in reality they’re nothing more than wolves in sheep’s clothing fleecing the public at every turn.

I believe this statement read by the Iroquois County Board Chairman Rod Copas sums it up best. We will post the video from today’s meeting after we get it uploaded.

You guys don’t find it strange that a “forensic computer auditor” mentioned what policy the board should set.. His job was to report what was found, not recommend policy changes. This report at minimum should be co-signed by the snake Rod Copas. The fact that this for profit company didn’t get paid for the work should also tell you all you need to know. I’m not saying what they found wasn’t there… but when a company does work for free and then tells the board what policies should be set.. There is something wrong. But Kirk Allen doesn’t have the balls to call out his insider Rod Copas for his shady dealing with this company. You will also notice that since Copas got ousted (thankfully) you haven’t seen one IC article. Its a lot harder without Rod teeing these up for you…

Sean you are a funny person. When citizens stand up and provide a service at no charge to the taxpayer you are complaining? Are you serious? He made suggestions on how to prevent such problems in the future. Those suggestions were sound suggestions for any government body. You want Rod Copas called out for what? What evidence do you have that there is a shady dealing? Nothing hard at all with our work as Rod didnt tee up anything for us. We are waiting for the results from the audit to finish exposing what we already have in hand. I think an appropriate term for your coments would be “blowhard”. Enjoy you pizza!

I just watched the channel 15 interview where Divine gives his reasons for not prosecuting. What a load of horse manure. Divine was made aware of many criminal activities at that department, including ghost employees on the payroll, illegal use of tax money in another state, and illegal contracting for large sums (contracts going to relatives of employees). These are all crimes and yet he knew and did NOTHING.

Now he lies to the press saying he didn’t know? Wow…this is nothing but a coverup by Devine for some of his buddies in office.

If the state police can investigate a township official for not disclosing his financial interests , why can’t the state police make the case here? In otherwords, it appears they too are not independent and only investigate when told to do so.

Mr. Divine…do the right thing now and VACATE your office. Your shameful inaction is enabling criminals to escape justice while stealing from a county that can’t afford to dump money down the rat hole of public official corruption. Your inaction makes you as corrupt as the thieves who stole the public money in the first place.

Mr. Devine is a joke. He is a worthless leach apparently sucking off the tit of the public trough while dressed in suit-and-tie costumes standing in front of the judge. Does Mr. Devine attend church where he pretends to be a good citizen. Here are some suggestions for the public.

    1. Write lots of letters demanding Devine resign for his failure to due a basic part of his job–namey stop public corruption and theft of the public’s money. (traffic tickets and other enrichments of the court system seem to be all he cares about).

    2. Find a replacement to run against him immediately.

    3. File complaints with the supreme court against him, with the allegation that he has failed to uphold his oath of office by failing to prosecute known crimes against the state and its people.

    4. Request a censure by the professional regulators for the same reason as 3 above.

    5. File documents with the court outlining the criminal allegations, then when the judge does nothing, demand the supreme court remove him from office for failing to uphold the laws of the state after being made aware of criminal activity. (file these documents as affidavits so they cannot be ignored), send copies of them to the appeals court level as well as supreme court so they cannot claim ignorance. Also send copies to the attorney general.

    6. Stage a protest at Devine’s church demanding justice (if he attends church). Also stage a protest at the street where his subdivision or home connects to a main road, and do the same at the court house side walk. Clearly state the problems in simple but large signs designed to draw negative attention to him and the court. By this means public pressure and opinion can be brought to the fight in the absence of justice from the system.

There is still much that can be done to draw attention to this terrible situation. It will take some courage and some wiliness to act, but through public opinion, justice might be prodded to action.

Remember, the American system is generally an adversarial system where evil can and does flourish if it is not actively opposed by the people. (Liberty is also lost by inaction and lack of defense as we see with gay marriage, abortion and prayer in school to name but three).

Mr. Devine however does find the time to seek jail time for me drawing a penis on a photo of the payroll lady at my former employer for them withholding pay from me. 30 days in jail for a drawing. Guess it benefits her to be Jim Devines friend

What a shame! When are these people going to have their day in court? Jim Devine what else do you want, it’s painted RED right in front of you, can’t YOU see it? This walk free card isn’t sitting well with our community!

The report indicated 5 computers were looked at. However only 4 people were listed in the details.

Has Iroquois County State’s Attorney, Jim Devine been charged with anything by Lisa Madigan’s office?
