The state of Illinois created the sex offender registry to help citizens monitor where people convicted of sexual crimes live. If a person wants to avoid a registered sex offender, they need only not live near where the official lists say such offenders live. Even people who do live near registered sex offenders can use the lists to be more aware of what goes on in their neighborhoods.
