IROQUOIS CO. (ECWd) –
After the Iroquois County Special Board meeting where the board removed 3 of the FIPHD board members, there was an unposted FIPHD meeting at the Public Library in Gilman, Illinois.
Most of our readers should know by now that according to the Illinois Open Meetings Act, meetings of public bodies must have an agenda and a notice posted at the meeting location a minimum of 48 hours in advance of the meeting.
At the start of this meeting, I politely interupted the meeting and informed them that they were participating in an illegal meeting for the following reasons, they did not have a quorum (they think their by-laws trump the Open Meetings Act), and their meeting notice and agendas were not posted at the meeting location. I also informed them that I would be happy to file a complaint in the Circuit Court in Iroquois County, and that when the court finds in my favor, it carried a Class C Misdemeanor.
Their attorney was perfectly happy continuing the meeting without a quorum, but he finally advised them that since the notice and agenda were not posted, they should reschedule the meeting.
Another item that caught my attention, was a motion to add “public comment” to the agenda – Public Bodies are REQUIRED to allow public comments, it should have already been on the agenda! Here is a civil suit for that very reason.
