MARSHALL, IL. (ECWd) –

Clark County, Illinois taxpayers are on the hook for another fine from the IRS, for filing late, or not filing at all. The issue originally came to light several years ago when the Clark County Sheriff’s Office could not find their Social Security payments on the SSA website, which led to them notifying the Clerk.

This makes the second time this County Clerk, Carrie Downey, has caused a fine to be levied against the County. The first time was at a cost of $10,350.00 and this time it is $15,500.00.

Failure to ensure all paperwork was filed properly and timely has now cost the taxpayers of Clark County over $25,000.00.  The Clark County Board met this morning at its monthly board meeting and discussed the issue. The Clerk is an elected position and the board has no power to to take any action against her outside of recomending prosecution for official misconduct. The Clerk made referance to a possible third late filing this year.  Those, too, may lead to more fines.

Total (so far) of the IRS fines:

  • $15,500 filed on May 31, 2017
  • $10,350 from 2015
  • 3rd fine might be on the way

THE PROBLEM WITH OFFICIAL MISCONDUCT IN CLARK COUNTY IS THAT IT ISN’T PROSECUTED. The States Attorney is basically worthless unless the case is a slam dunk drug case. A ball of fire he ain’t. So Clark County may be looking at close to $40K in unnecessary fines because the present incumbent Carrie Downey is too lazy to get the necessary work of the Office done. The change in office is coming while she costs us along the way.
