Kankakee still violating Open Meetings Act; failing to publish meeting minutes-

KANKAKEE, IL. (ECWd) –

The City of Kankakee appears to have problems posting meeting minutes from four separate October 2017 city council meeting to their webpage.

The meetings in question are from October 2, 16, and two from Oct 23.

The Open Meetings Act requires posting of these minutes to the city’s webpage no later than either of: 30 days after the meeting or within 10 days of approval at the second subsequent regular meeting (whichever is later). [5 ILCS 120/2.06(b)]

Minutes are required to remain on the website for at least 60 days.

I had previously published an article about meeting minutes, and were told by the clerk that the city was hiring someone to transcribe the meetings, to be used as the minutes. that has not happened, and the city is in violation of the law.

Kankakee approved hiring the transcriptionist during its November 6th meeting. It appears to me they need to look for another one that can do the job more efficiently.

The city did provide the audio to me on November 15th (here).

This simply makes us wonder what the city does not want its residents to know.

Today, I filed a complaint with the Illinois Attorney General’s Office (here).

    Perhaps those meetings were held using sign language for the deaf, hence no recording for transcription.
