Gilman Auditors looking into alleged embezzlement / Official Misconduct –

We have confirmed there is an ongoing investigation pertaining to alleged/apparent embezzlement & official misconduct.  Although the Audit is not completed, contrary to what we were first told, we have been assured as soon as it is completed a copy will be forwarded.  We first reported on this matter in this arcticle.

As of publication, we have confirmed that certain payroll discrepancies were discovered (not involving overpayments), but receiving a paycheck prior to the time it was due, and changing the dates that the paychecks were issued, which raises certain IRS issues, as the payroll taxes for the earlier checks were not deposited in a timely manner and the payroll reports previously filed are not accurate.

In addition, certain cash payments by residents for water and sewer bills, and perhaps other areas, do not appear to have been deposited with the bank. The extent of the cash shortage and when the cash deposits ceased is unknown at this time, but the auditors are working to determine the amount of the cash shortage and when it started. Certain other issues involving the handling of city funds are also being reviewed by the auditors.

We have confirmed the city clerk has resigned. A special meeting of the city council will be held this coming Wednesday at 4 p.m. to consider and possibly appoint a new city clerk.

    Former Gilman city clerk Michelle Fancher today turned herself in at the Iroquois County Jail on an Iroquois County warrant charging her with official misconduct and theft, both felonies, following an investigation conducted by Iroquois County Sheriff’s Police into the misappropriation of city funds.

    Gilman and Iroquois county are in collusion with each other… the state’s attorneys are corrupt, the treasurer’s dad held office in Iroquois county, the sheriff’s dad was sheriff and so on and so on. The city clerk rec’d probation for felonies. Thats it. Wow.
