Commonfields Water District Employee complains of disorderly conduct –

CAHOKIA, IL. (ECWd) –

Jo Ann Reed, after approaching and almost hitting a citizen with her car, and stopping to call her a “crack head bitch” more than 23 times, decided to file what we would call a false claim with the Cahokia Police Department alleging that the citizen committed disorderly conduct and breach of peace.

We went thru the lies included in her attempt at getting an Emergency Order of Protection (denied by the Judge), now we will explain the complaint of disorderly conduct.

In our previous article (with video) we went thru the addendum Jo Ann Reed filed, under penalty of perjury, explaining all the outright untrue statements she made. Nearly every claim she made that occurred this past week was not an accurate statement by Reed.

On top of those, she complains about what was said to her at two previous public meetings in November 2015 and June 2016 – which most likely cannot be proven, and even if they could be proven, was speech directed at a public employee during a public meeting and is as protected as any other speech.

It appears JoAnn Reed is simply trying to scare off the accused from attending public meetings.

Our opinion is that Ms. Reed perjured herself in the addendum.

How can she claim she makes every attempt to avoid Donna, when the video clearly shows her rolling down her car window, driving against traffic up to Donna, stopping and shouting “crack head bitch” more than 23 times – and even trying to get out of her car to approach Donna? Looks to us like Reed was the agitator and intimidator in this instance.

The entirety of the request for Order of Protection and this Disorderly Conduct should be called into question, based on the false statements made by JoAnn Reed when compared to the video taken that night. One might even think about charging Reed with perjury and filing a false police report.
