COD-Breuder once again violates Board Directive!

Those pesky Board Directives keep rearing their ugly head for College of DuPage (COD) President Breuder.

We covered his spending of taxpayer funds without authority in this article (click here for article) and it appears this is a guy who just does what he darn well pleases without any accountability, which is also a board of trustee problem.

Breuder likes to charge things on the college credit card and have those charges flow through the Imprest account where they are lost in another world.  How convenient! Board Policy 10-80, Credit Cards, outlines what the purpose of those credit cards are for.  Specifically, “for the efficient procurement of goods and services”

As you can see with a basic review of a few credit card statements it is not hard to come to the conclusion there are in fact charges on the college credit card that were not for the procurement of goods and services.  For example, Rocky Mountain Elk Foundation Christmas Cards, or charges to the Village of Barrington (Breuder lives in Barrington), or personal meals etc.

Considering it is clear the current board is not going to hold him accountable as it relates to purchasing items that have nothing to do with the procurement of goods and services for COD, maybe another tidbit of information might nudge them in the direction of doing their job!

Board Policy 10-80 appears to be pretty simple to understand, so give this a close read.  Bring a cup of coffee though as it is pretty lengthy,………. as in two sentences!

Credit Cards
“The Board of Trustees may authorize the use of credit cards by appropriate College personnel for the efficient procurement of goods and services.

The President or his/her designee shall have authority to issue credit cards and be responsible for developing procedures to implement this Policy which are in accordance with generally accepted accounting practices.”

See that bold-underlined section?  If he wonders why I keep sending in FOIA requests, it’s because I read things that outline obligations directed at him and I want to know if those board directed obligations are being complied with.  It is kind of like a running performance evaluation, so to speak, which clearly he is receiving a failing grade.

FOIA Request and response from COD

Copy of procedures developed by President Breuder or his/her designee for the issuance and/or use of credit cards. Specifically, the Board Policy outlines “The President or his/her designee shall have authority to issue credit cards and be responsible for developing procedures to implement this Policy which are in accordance with generally accepted accounting practices.” The request is for the developed procedures to implement the credit card use policy.”

And you guessed it already I am sure!

“The College does not have any documents responsive to your request.”

So once again we see that Breuder cannot follow the most basic directives that are directly tied to his obligations. Breuder has issued credit cards for use by himself and Thomas Glaser, yet has failed to comply with Board Policy 10-80 because he has not developed procedures to implement that policy.

I wonder how many students or faculty have had Board Policies used by Breuder in actions against them? Anyone else see a problem developing for COD?

    What a crook. I hope when he finally gets fired (due to the pressure from watchdogs), his record of misdeeds will help others make the right decision on future employments. (how can the watchdogs make sure his record follows him –that’s the big question right now.)

    And this is one more example of why this state is billions of dollars in the red. Official criminal enterprises..funneling tax money into rat hole after magnificent rat hole with no accountability what so ever.
