KRMA Director and Aroma Park Mayor, Brian Stump, filed two false Economic Interest Statements –

KANKAKEE, IL. (ECWd) –

We believe and allege that KRMA Director and Aroma Park Mayor Brian Stump has violated the law requiring him to disclose his Economic Interests, by filing a false or incomplete SEIs (see this link for the KRMA SEI and this link for the Aroma Park SEI).

He verified his alleged false statements under penalties of the Illinois Governmental Ethics Act, which describe willful violations as a crime involving a Class A Misdemeanor:

Sec. 4A-107. Any person required to file a statement of economic interests under this Article who willfully files a false or incomplete statement shall be guilty of a Class A misdemeanor

Item #6 of the SEI:

List the name of any entity doing business with a unit of local government in relation to which the person required is to file, from which income in excess of $1,200 was derived during the preceding calendar year other than for professional services and the title and description of any position held in that entity.”

Director and Mayor Brian Stump failed to list the Village of Aroma Park on one, and failed to list the KRMA on the other. We believe the existence of an Intergovernmental Agreement constitutes “doing business with” the city of Kankakee.

Item #7 of the SEI (we believe board members are “employed” for the purpose of the SEI but some think otherwise):

List the name of any unit of local government that employed the person making the statement during the preceding calendar year, other than the unit or units of government in relation to which the person is required to file.”

He failed to list the Village of Aroma Park on one, and failed to list the KRMA on the other.

Finally, Director and Mayor Stump signed and verified his false or incomplete SEIs:

I declare that this Statement of Economic Interests (including any schedules and statements) has been examined by me and to the best of my knowledge and belief is a true, correct and complete statement of my economic interests as required by the Illinois governmental Ethics Act. I understand that the penalty for willfully fining a false or incomplete statement shall be a fine not to exceed $1,000, or imprisonment in a penal institution other than a penitentiary not to exceed on year, or both.
