College of DuPage internal controls fall short once again

During the last COD Board Meeting I presented a formal complaint against Robert Breuder and another regarding electioneering with COD personnel as it appeared Board Policy 15-27 gives a person that right.  (At the 3hr-11min-15 sec mark of the video I read my complaint)
I presented my complaint during the meeting based on the ONE PAGE board policy 15-27 which is void of ANY procedures for anyone to file a complaint.   (Board Policy downloaded 7/02/15 -SEE PAGE 122)

I submitted a FOIA request June 19th, 2015 for numerous documents of which one was for a “copy of procedures to be followed when a person wishes to make a complaint of wrongdoing”.   I asked for that document because the board policy available through the COD web page has no guidance or instructions for anyone to file a complaint.
I received a response today and to my amazement, they sent me board policy 15-27.  I downloaded the file they provided and was shocked to see it is not the same as what is downloadable to the students, faculty and the public.  (FOIA provided board policy 15-27)
The downloadable file, or PDF above, is a ONE PAGE board policy 15-27 adopted 3/19/09.
The policy provided in my FOIA request is 3 pages of which the first page matches the adopted 3/19/09 policy on the web page however page 2 and 3 are what appears to be a new policy not found on the web site.  This new version was adopted 10/01/09.
How convenient the policy to report wrongdoing that is available on line just happens to be void of how anyone is suppose to file a complaint.
Although this could be a simple over-site, I have a hard time believing that to be the case in light of all the wrongdoing at COD. Is it possible that the laundry list of wrongdoing is what it is because there was no method for people to file complaints?  At a minimum, this is a colossal internal control failure.

    Its a shame the public has to hear you guys say you are the public watchdogs when you are on Hamilton’s payroll. Have you no sense of right and wrong. Why don’t you do some good for the public and go home. Is all you do is inaccurately report the facts to make your boss, Kathy Hamilton look good.

      You are really grasping at straws on this one. Hamilton, nor anyone else, anywhere, are our boss or have the ECWd on their payroll. You must still be upset from all that has been uncovered the past year or so.

      Tim, what a sad day in American. A day before a celebration of our independence and here you are spewing your rhetoric. Internal controls failed. I have no clue who is responsible for that but the fact is, what is downloadable to the public, students, and faculty IS NOT what was provided under FOIA. THAT is a problem!
