Chris Patrick: “There’s Something Wrong With The Title” –

EDGAR CO. (ECWd) –

During the County Board Study Session this morning, Mr. Patrick made some statements about the junk truck stored in the barn at the airport.

– The truck belongs to Dave Brisco
– Ownership is “a little cloudy”
– It used to belong to Bill Huffman
– There is no title
– There is no insurance
– It is not a liablility to the County
– Dave doesn’t have any room to store it at home

Of course none of this is documented in writing…

Illinois Vehicle Code – “TITLE REQUIRED”

(625 ILCS 5/3-101) (from Ch. 95 1/2, par. 3-101)
    Sec. 3-101. Certificate of title required.
    (a) Except as provided in Section 3-102, every owner of a vehicle which is in this State and for which no certificate of title has been issued by the Secretary of State shall make application to the Secretary of State for a certificate of title of the vehicle.

Still don’t think it’s a liability? Did Dave pay taxes on this vehicle when it “became his?” How many years has the ownership been “a little cloudy?”

So not only, is it stored there, on PUBLIC PROPERTY, the ownership is “a little cloudy” because there is no title. How can it belong to Dave if there is no title and the ownership “is a little cloudy”? What happened to the “it shows your character” comments from a couple months ago? It only applies to “other” people? I guess it doesn’t matter when you’re one of the “good old boys.” Keep digging that hole…

Article VIII – Constitution of the State of Illinois

SECTION 1. GENERAL PROVISIONS
    (a)  Public funds, property or credit shall be used only for public purposes.

Is that a public purpose? NO!

That is theft of the use of public property and a violation of the Illinois Constitution. Just because Mr. Patrick thinks it’s OK, doesn’t negate the law.

“It’s Not A Liability to The County”

Just because you say it isn’t a liability makes it fact?

There IS NO INSURANCE on the truck and no lease agreement for the space it’s taking!

Does our insurance carrier know about this truck? Was it disclosed on the application for policy?

No title, no insurance, and no lease doesn’t create a liability? I think it’s a big liablility, but now that you know about it, it has become your liability.

Each County Board member is now aware of this truck sitting out there in public property, now the “knowingly and willfully” does not apply if you sit there and let this continue.

      This came straight out of Mr. Character’s pie hole.
      To prove it, I will upload the audio from that meeting.
      Unless this was one of the many lies he spewed forth during the meeting?

    Here is some GOOD news!
    The truck was moved off of County Property sometime after 10:00 a.m. Tuesday, March 12, 2013.
    Thanks to whomever decided to move it!

      How do we know it wasn’t stolen? Nobody really claimed ownership, so what better reason to go out and get a free truck. It is worth money in scrap.

        If it was stolen, the airport employees helped the thief out when they used the airport tractor to pull it out of the barn so it could be loaded on the flatbed truck. (So I’m told)
